Indonesia Water Partnership is organizing a regional workshop on River Basin Organization and Management

BACKGROUND

  • In the field of water resources management SEA countries that are developing at a rapid pace today are faced not only with irrigation matters as before, but with a multitude of water related problems such as urban water and sanitation, floods, andslides and erosion, water scarcity, polluted water ways and contaminated ground water.
  • There has been a growing recognition in Southeast Asia that Integrated Water Resources Management (IWRM) is crucial, especially in the last 10 years. This has paved a path in Southeast Asia for positive steps in implementing strategies for IWRM. This can be seen through on going  institutional reforms, policy changes and water governance that is sweeping through the region. One significant direction in the reforms is the establishment  of  river basin organizations  (RBO)  to provide IWRM  at actual field level.
  • The  RBOs have been established  and developed  in a variety of format depending on  legal and political background of  the country and the  river basin. The format variety include in the form of Authority, Government Agency, Public Corporation, Committee, Council, etc.
  • Considering  the  technical and  socio-political  complexities in the founding and developing RBO, GWP-SEA  indicates  the importance  of  providing a platform for SEA countries stakeholders  to exchange  knowledge and experience  in this field.
  • During its 15th Meeting, GWP-SEA  Steering Committee  (SC) agreed to  implement two regional workshops in 2009. One of  them will be on  River Basin Organization and Management, which was meant to  be a platform as mentioned  in Point 4 above. It was also agreed  that it  will be organized by Indonesia Water Partnership  (InaWP) in Jogyakarta, Indonesia in June 2009. 
  • This agreement has now been formulated  in GWP-SEA  2009 Work Plan and Budget Plan under Strategic Goal 3, Outcome Challenge 1, Activity 1 : Regional multi stakeholders workshop on  River Basin Organization and  Management will be organized by InaWP in Jogyakarta, Indonesia in June 2009.
  • InaWP  in cooperation  with  leading Partners  in  Department  of Public Works of Indonesia and other partners  is prepared to organize  the  platform   in  a joint activity with GWP-SEA. Ina-NARBO  is  expected to play  a  main role in  providing technical information  during discussions  in  the workshop.
  • OBJECTIVES

    The objective of this activity is  to hold  a  workshop  to provide  a platform for :
    1. dissemination  of knowledge and experience  in IWRM implementation through RBOs,
    2. IWRM  capacity building. As stated in  GWP-SEA 2009
    Work Plan , this activity is a  part  of  Strategic Goal 3, Outcome Challenge 1, as follows:
    Strategic Goal #3:   
    Position GWP as the thought leader and pre-eminent advocate of water resources Management through the creation of a global communications platform

    Outcome Challenge 1:   
    Central and local  government units , NGOs and practicians sharing their experience,knowledge and lessons learned from the implementation of IWRM practice

    Progress  Marker :     
    Government organizations and other stakeholders  will  attend and share and exchange their views regarding river basin organization and  management in Southeast Asia    
     
    BOUNDARY PARTNERS

    SEA  stakeholders
    GWP-SEA  SC members;
    SEA country organizations;
    Regional and international  organizations operating  in the region (ASEAN, NARBO, ADB, IBRD, JICA, APWF, USAID, AUSAID, UNESCAP,UNDP, ICHARM, etc).

    Indonesian Stakeholders, Government  WRM  key stakeholders RBO operators; Other strategic actors  (Professionals, Academia, Civil Society)

    EXPECTED OUTPUTS
    1. All  participants will  have  an  overall  view regarding existing  RBOs  and  basin level
    2. WRM implementation in  SEA countries , and will  have good  information  on lessons learned  in neighbouring  countries;
    3. GWP-SEA  SC members will have a stronger  foundations  in  developing future programmes and work plans;
    4. Government  WRM  key stakeholders of  Indonesia and other countries  will have a clearer directions in  developing  RBOs in respective countries;
    5. Regional and  International  organizations will  have a better  basis  in  conducting cooperation  and in  supporting RBO  formation and  development in the region;
    6. Indonesian  RBO operators  and  other strategic  actors (Professionals, Academia, Civil Society) will  have a better  knowledge  to develop  better  cooperation  in  IWRM  implementation at basin level;
    7. Written document of  river basin organization and management  in SEA will be available.
