Air adalah sumber daya karunia Tuhan Yang Maha Esa yang sangat vital untuk kehidupan manusia dan keberlanjutan fungsi ekosistem, maka air merupakan aset publik yang harus dikelola dengan pendekatan partisipatif. Pengelolaan sumber daya air perlu diselenggarakan dengan adil, efisien, berkelanjutan, dengan menghargai nilai-nilai sosial, ekonomi, lingkungan, secara terpadu. Di Indonesia kelangkaan air, bencana banjir, dan pencemaran air sudah berada pada ondisi kritis yang merugikan kehidupan manusia dan keberlanjutan fungsi ekosistem. Untuk dapat keluar dari permasalahan tersebut diperlukan keterpaduan upaya dari seluruh pemilik kepentingan (stakeholders) baik unsur pemerintah, dunia usaha aupun masyarakat. Kegiatan pengelolaan sumber daya air adalah kegiatan antarsektor, antarwilayah, dan menyangkut seluruh individu dalam masyarakat, sehingga seluruh lembaga dalam masyarakat sudah semestinya terlibat didalamnya.
Kemitraan berprinsip pada kesetaraan, keterbukaan, dan saling memperoleh manfaat, merupakan kunci keberhasilan dalam perencanaan dan pelaksanaan pengelolaan aset publik tersebut.
Dalam rangka pelaksanaan konsensus yang dihasilkan pada Forum Air Indonesia II pada tanggal 22 Maret 2002, maka dibentuklah ‘Kemitraan Air Indonesia’ sebagai Sekretariat penyelenggara Forum Air Indonesia yang berperan sebagai:
- Organisasi jejaring (networking) antarpemilik kepentingan sumber daya air baik unsur pemerintah, dunia usaha, maupun masyarakat yang sepakat untuk menerapkan prinsip Pengelolaan Sumber Daya Air Terpadu.
- Organisasi “independent global networking” yang peduli terhadap permasalahan pengelolaan sumber daya air pada tingkat regional maupun internasional.
Anggaran Dasar KAI pertama kali disyahkan pada tanggl 24 Juli 2007 dan direvisi pertama kali pada tanggal 9 November 2007. |

On 9 December 2009 Indonesia Water Partnership organized Multi stakeholders dialogue on Role Sharing and Coordination in WRM , as a peak event after two rounds of smaller scale meetings addressing the subject. The dialogue was held in Sapta Taruna Hall of Ministry of Public Works and attended by 59 participant from all water resources sectors.
Conclusion of the dialogue :
- When positive progress have been achieved, there is a clear need to continuously develop commong perception and interpretation on the implementation of Water Resources Law and the related legislations at river basin level;
- It is also very important to accelerate the development of strategic plans for river basin water resources development and management, and to accelerate the formation of River Basin Councils in all river basins in the country not later than 2010 ;
- Considering the maginitude of challenges to implement IWRM related to the size of the country and the rising demands it is important to study the necessity of restructuring water management organization nationally. It is indicated that IWRM can be implemented more effectively if some functions presently spread in different Ministries can be integrated under one new Ministry of Water Resources. It is expected that a more definitive recommendation can be prepared for the preparation of a new Cabinet Government in 2014.

Pontianak (ANTARA News) - Pemerintah Provinsi Kalimantan Barat akan meminta ketegasan dari negara industri mengenai komitmen kompensasi untuk daerah pemilik hutan pada pertemuan tentang perubahan iklim dan pemanasan global di Los Angeles, Amerika Serikat, minggu depan.
Kepala Badan Lingkungan Hidup Daerah Kalbar Darmawan di Pontianak, Jumat, mengatakan bahwa selama ini sudah banyak skema tentang pemberian kompensasi untuk daerah yang dapat menyerap karbon.
"Ada skema perdagangan karbon, tetapi sampai sekarang teknis pelaksanaannya belum jelas, misal penyaluran dalam bentuk korporat," kata Darmawan.
Gubernur Kalbar Cornelis diundang Gubernur California Arnold Schwarzenegger ke Los Angeles pada 30 September - 2 Oktober 2009 untuk menghadiri kegiatan "Governors Global Climate Summit".

This was the first regional event executed by GWP SEA, in the last 2 years. It is the region’s early attempt to strategically position itself in relation to regional water management issues is the region.
The workshop is aimed as a multistatekeholder platform for countries in SEA to share information and exchange experiences on the technical and administrative, socio-political complexities informing the operation and management of RBOs. Indonesia Water partnership with the cooperation of leading Partners in Department of Public Works of Indonesia and other partners hosted this Regional river basin organization and management event. Indonesia NARBO shared technical information based on their experiences.

E-conference on Integrated Land and Water Resources Management in Rural Watersheds
2 November - 4 December 2009 Organized by: FAO Regional Office for Asia and the Pacific
1. Background
Rapid degradation of rural watersheds in the Asia-Pacific has been a major concern of the governments and civil societies in the region. Segmented management of land and water resources is one of the root causes, greatly exacerbated by a “domino effect” from continuous population growth with associated increased food, fuels and water requirements, changing pressures on land from biofuels and increased demands for protein-rich diets, as well as anticipated adverse impacts of climate change in the coming decades. The outcome is land and water scarcity, particularly of better quality land and more accessible and (in the past) naturally renewed water supplies. In response, the immediate need is the wider promotion and uptake of integrated land and water resource management with a focus on rural watersheds to ensure their sustainability while improving local livelihoods. For this purpose, the Regional Office for Asia and the Pacific of the Food and Agriculture Organization of the United Nations (FAO-RAP), in partnership with concerned development partners, is organizing an E-conference on Integrated Land and Water Resources Management in Rural Watersheds.
